Overview

Quality Assurance Division (QAD) was established on the 1st August 2008. It functions as the monitoring body of all work processes related to quality (best practices, coordinating and auditing UNIMAS’s work processes). It was first started with six (6) staff from Academic Quality Assurance Unit, Centre for Applied Learning and Multimedia (CALM) that solely managed academic quality function. To date, QAD has 11 staff that came from different levels of management as shown in organisation chart.

MS-ISO Expansion

ISO is derived from Greek word meaning ”equal”. It is an acronym to ”International Organization for Standardization”. It is a worldwide organisation of national standards bodies (ISO member bodies).

MS ISO is referring to a written standard that explains guidelines and basic requirements for quality management systems. It comprises of an organized working systems based on the international standard requirement.

Universiti Malaysia Sarawak (UNIMAS) under its Academic Affair Department currently known as Undergraduate Studies Division, was awarded with MS ISO 9002: 1994 (4 May 2001), MS ISO 9001:2000 (16 November 2007 - 3 May 2010) and MS ISO 9001: 2008 (13 May 2010 - 3 May 2013) from SIRIM Sdn. Bhd. Initial scope of the certification is enrollment, registration, assessment and certification of undergraduate.

Recently, UNIMAS was successfully obtained MS ISO 9001:2008 recognition. This recognition was received from SIRIM QAS International and IQNet, and it is valid until 3 May, 2013. The scope under MS ISO version 2008 remains unchanged with that of version 2000. Nevertheless, the 2008 version has detailed out and improved on work process that was outlined in the 2000 version. Starting from 2010, UNIMAS has started expansion program of its certification to various departments.

Rating and Ranking

Anugerah Inovasi Naib Canselor (AINC)

The award gives recognition to members of the Faculty / Centre / Institute / Section / Unit in UNIMAS by taking into account the overall performance in terms of quality. Overall achievement will consider the excellence of overall activities and operation of a Faculty / Centre / Institute / Section / Unit. This includes the aspects of leadership, management effectiveness and efficiency, and cost effectiveness as well as aspects related to the results or achievements of the practice of Total Quality Management (TQM). Implementation AINC is part of the main activities in UNIMAS, as an effort to cultivate quality UNIMAS towards becoming an excellent organization.

Objectives:

·         to promote and raise awareness of quality in the public sector

·         to give formal recognition to all department in UNIMAS that have shown a deep understanding of management and quality improvement, and who have achieved high levels of quality leadership

·         to publish about successful quality of strategies

·         to promoting a healthy competition between deparment in UNIMAS towards improving quality management practices.

·         to provide benefit to department  by assessing the level of excellence in their respective department, and to identify its strengths, weaknesses and recommendations for improving their service delivery system.

Quality Program

Academic Program Audit

Academic programme audit is a systematic assessment in order to ensure that the activities and other related processes are implemented effectively in accordance to the quality assurance planning and would achieve its objectives. This should be carried out with close reference to the fulfillment of quality assurance needs as stipulated by the Ministry of Higher Education.

UNIMAS is in the planning of conducting the internal institutional audit with reference to the guidelines standards set by MQA. Series of workshop have been conducted by QAD in order to enhance the understanding towards the guidelines given in COPPA and COPIA. Identified potential staffs are also trained as the preparation for UNIMAS to carry out the internal institutional audit in particularly focusing to the programmes in UNIMAS.

Benchmarking

UNIMAS is initiating the Academic Programmes Benchmarking Index (APBI). This is an attempt to put forward benchmarking as another initiatives towards improving the quality of academic programmes of UNIMAS.

APBI is the tool to strengthen the system of processes which involves best practices of UNIMAS especially within the same scope of similar programmes for the purpose of comparison. Thirty one (31) key performance indexes have been identified, proposed and being streamlined towards the criteria listed under SETARA’09’s KPI. This would also be the best tool to enable UNIMAS to form the continuous improvement planning and as well to improve their performance through the implementation of identified best practices activities.

Accreditation

UNIMAS and other higher education providers are currently practicing towards the best practices for quality assurance of the teaching and learning of their undergraduate programmes. MQA has stipulated the requirements of clearly defined, transparent and fair criteria and standards as references for these evaluation and reports of programmes offered, whereby the compliances towards code of practice developed by MQA is a demand for programme accreditation.

This process has to go through two levels of assessment such as Internal Quality Audit (Self-Review by UNIMAS) and External Quality Audit (External Agency – MQA).
